Overview

The Senior Specialist serves as the Facility Security Officer (FSO) and manages the physical security of the East River Station Complex to ensure that the Company assets and employees are protected. The Senior Specialist works with Company and Station departments to safeguard the security of employees, equipment and facilities to maintain steam and electric generation reliability. The FSO will oversee the contracted security staff and work with station leadership to establish security and facility processes and procedures to ensure the physical security of the station. The FSO will also support the Maintenance Department's work management systems, procedures, policies and standards to identify opportunities for improvement and to prevent significant performance shortfalls.

Responsibilities

Core Responsibilities
  • Direct the daily operations of the contract security guard personnel to provide 24/7 coverage for the facility. Ensures that the facility Security Plan meets all Departmental and Governmental rules and regulations including MARSEC and HSAS. Ensures that all personnel receive training in security protocol to the appropriate levels required.
  • Collaborate with Corporate Security and Station Leadership to enforce Company, Organizational and Local Security Policies and Procedures.
  • Act as liaison between the Station, Steam Operations, Engineering, Law and EH&S to ensure that critical regulatory based Security compliance items are identified, tracked and completed.
  • Oversee the contracted Security Team to ensure they are safely and effectively carrying out post orders.
  • Support the Maintenance Department's work management systems, procedures, policies and standards to identify opportunities for improvement and to prevent significant performance shortfalls.
  • Support the development, revisions and conduct periodic review of local procedures, policies and standards to ensure organizational compliance.
  • Utilize appropriate computer applications. Maintain the integrity of the systems used through established security practices.
  • Communicate both verbally and in writing in a clear, logical manner that is easy to understand. Listens effectively and allows others to express without prejudging.
  • On occasion, assist the maintenance department on the oversight of facility maintenance, mechanical and electrical work execution.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • High School Diploma/GED and a minimum of 5-years of experience in military, law enforcement, a power plant, merchant shipping or related industry in the operation, repair, testing, auditing, Facilities Maintenance, Security Management or construction of plant equipment and systems. or
  • Associate's Degree and a minimum of 4-years of experience in military, law enforcement. a power plant, merchant shipping, or related industry in the operation, repair, testing, auditing, Facilities Maintenance, Security Management or construction of plant equipment and systems. or
  • Bachelor's Degree and a minimum of 3-years of experience in military, law enforcement, a power plant, merchant shipping or related industry in the operation, repair, testing, auditing, Facilities Maintenance, Security Management or construction of plant equipment and systems.
Relevant Work Experience
  • Prior experience in law enforcement, military, security, facilities management or as Facility Security Officer (FSO) or Alternate Facility Security Officer (AFSO) is required.
  • In-depth knowledge of power plant operations, root cause analysis, work control, technical report writing, power plant and facilities maintenance, etc. is highly preferred.
  • 3 years supervisory experience with proven skills to motivate people is highly desirable.
  • Proficiency in computer applications is preferred.

Physical Demands
  • Ability to push, pull, and lift up to 25 pounds
  • Ability to push, pull, and lift up to 40 pounds
  • Possess manual dexterity and the ability to use hands for the duration of the workday
  • Ability to stoop, bend, reach, and kneel throughout the workday
  • Stand to use/operate office equipment for the duration of the workday
  • Ability to read small print and symbols
  • Work rotating shifts, including nights, midnights, weekends and holidays
Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must have or obtain a TWIC within 90 days.
  • Must be able and willing to travel within Company service territory, as needed.
  • Must be able to wear a respirator and work in difficult environments (Heat and noise).
  • Requires extensive walking, stairs and ladders.
